Can someone please explain to me why the toilet paper never makes it to the roll?

For the last couple of weeks, I have noticed that whenever I go into the bathroom, I have to hut for the toilet paper. It is never in the convenient place (the roll thingy) like it is suppose to be. It is either on the sink, or on the toilet tank, or on the floor.

Now it really does not bother me if the paper falls over or under. Just as long as it falls from the toilet roll thingy.

I think drastic measures are called for.
Should I lock up the toilet paper and supply a basket of leaves?
